Within the activities of GOTHAM Project funded by Prima-EU (Partnership Program for Research and Innovation in the Mediterranean), the Institute of University Cooperation (ICU) in collaboration with the Municipality of Iaat organized the second Co-creation workshop with the aim to develop a user-driven tool (G-tool) that enables effective groundwater governance to ultimately preserve the quantity and quality of ground water in the selected Lebanese case study Iaat – Baalbeck which is rich in groundwater resources, the G-tool will help in the proper and effective management of groundwater in order to preserve the quantity and quality of this strategic resource.
While the first co-creation workshops helped to understand the stakeholders’ needs regarding the GTool functionalities, and assessed their views regarding why groundwater is depleting, what is needed, in terms of information for decision making, to help preserve water, as well as their ideas about how people will use information derived from the Gtool and under what condition they would be using GTool. The main aim of the second co-creation workshop is thus to help each stakeholder group to choose which sub-modules they would like to have access to and what type of visualisation they need from various options.
At the beginning of the workshops, the Project Manager in Lebanon Hussein Hoteit welcomed the participants and presented briefly the GOTHAM Project, the donor and the partners’ consortium and a brief overview of the workshop methodology and agenda.
27 stockholders participating in the second co-creation workshop were divided in 3 groups:
Group 1 – 8 End users of water: includes farmers and urban consumers.
Group 2 – 10 Water producers: includes well owners and water distributors.
Group 3 – 9 Regulators and experts: includes representatives of the relevant Ministries and administration, municipality, and experts specialized in water related field.
In each group, a moderator to animate the discussion and a person to take notes have been designated on behalf of the group and to present the group results during the plenary session.
Following, the modules and sub-modules of the Gtool were presented respectively by the Hydrogeology expert and the project manager. An explanation of each sub-modules, the objective, the results and the visualisation options were presented. The participants marked in an individual sheet if they are interested in the sub-module, the preferred visualisation options they would like to have access, and wrote if they have any other ideas. Many participants expressed their views and needs and made different questions.
The second part of the workshop was dedicated to find a consensus amongst each group members, so they filled a final “group sheet” (poster size) with the common choice of the group, gathering all the individual comments. Afterwards, each group presented their choices and views through presenting the poster for the other groups.
Finally, the experts participating in the workshop provided interventions and explanations that dealt with several areas related to groundwater. The Mayor of Iaat Hussein Abdul-Sater concluded with a speech that stressed the importance of preserving groundwater and reducing water wastage by reliance to alternative sources.
ضمن نشاطات مشروع غوثام الممول من الأتحاد الأوروبي (برنامج بريما للشراكة من أجل البحث والابتكار في منطقة البحر المتوسط) نظّم معهد التعاون الجامعي (ICU) بالتعاون مع بلدية إيعات ورشة العمل المتخصصة الثانية للمشاركة في تطوير برنامج معلوماتي (جي-تول) يشارك في تصميمه أصحاب المصلحة في المياه الجوفية ويتحكمون به. وقد إعتمد المشروع بلدة إيعات (قضاء بعلبك) الغنية بالمياه الجوفية منطقة دراسة وتطبيق لهذا الرنامج الذي سيساعد على الإدارة السليمة والفعّالة للمياه الجوفية بهدف الحفاظ على كمية ونوعية هذه المورد الإستراتيجي.
بينما كان الهدف الرئيسي لورشة العمل المتخصصة اللأولى هو فهم احتياجات أصحاب المصلحة فيما يتعلق بوظائف البرنامج (جي-تول) وتحديد ما هي المعلومات المطلوبة للمساعدة في الحفاظ على المياه وجمع أفكار المشاركين حول كيفية استخدام المعلومات المستمدة من البرنامج، هدفت ورشة العمل المتخصصة الثانية بشكل رئيسي على مساعدة كل مجموعة من أصحاب المصلحة على اختيار الوظائف المقترحة لأداة جي-تول والمعلومات التي يرغبون في الوصول إليها وشكل هذه المعلومات أو الإخراج الذي يناسبهم بالإضافة الى كيفية الاستفادة من هذه المعلومات وكيف تساهم في إدارة أفضل للمياه الجوفية.
بدأت ورشة العمل بكلمة ترحيب من مدير المشروع في لبنان حسين حطيط الذي قدم مشروع غوثام والأهداف النتائج المرجوة من المشروع وكذلك الجهة المانحة والشركاء في تنفيذ المشروع في إسبانيا والأردن وإيطاليا وفرنسا. كما عرض لمجريات ورشة العمل وكيفية إدراتها بهدف جمع المعلومات وأراء وحاجات المشاركين التي ستستخدم في تطوير جي-تول.
بعدها إنقسم السيدات والسادة المشاركون الى ثلاث مجموعات نقاش:
المجموعة الأولى وهي للمستخدمين النهائيين للمياه وتضم مزارعين ومستهلكين .
المجموعة الثانية وهي لمنتجي المياه وتضم أصحاب الأبار وموزعي المياه.
المجموعة الثالثة وهي لواضعي الأنظمة والخبراء وتضم ممثلي الوزارت المعنية، البلدية، الجهات الرسمية وخبراء متخصصين في هذا المجال.
خلال النقاش قام كل مشارك بتسجيل رأيه ومقترحاته عن كل وظيفة من وظائف جي-تول وكيف يرغب بأن يحصل على المعلومات. ثم قامت كل مجموعة بتوحيد مقترحاتها وخياراتها بعد الوصول الى إجماع فيما بين أعضائها ثم قامت كل مجموعة بعرض هذه النتائج والتي سيتم إستخدمها لتطوير البرنامج (جي-تول).
كما قدم الخبراء المشاركون بورشة العمل بمداخلات وشروحات تناولت عدة مجالات لها علاقة بالمياه الجوفية وختم رئيس بلدية إيعات حسين عبدالساتر بكلمة أكد على أهمية المحافظة على المياه الجوفية ووالحد من الهدر في إستخدامه عبر اللجوء الى مصادر بديلة.
